Samsung May Lose Millions in Incentives as Taylor Government Tightens Chip Plant Deadlines

Since 2022, Samsung has been building its advanced chip manufacturing plant in Taylor, Texas, with an investment of over $37 billion. However, the company has not yet started operations at the plant due to weak customer demand and other reasons. Amid this, the city of Taylor in Texas has amended its original incentive package, cutting rebates from $25 million to $9 million unless Samsung meets its requirements.

Samsung faces pressure as Taylor government cuts incentives for delayed chip plant

Samsung initially planned to begin mass production of chips at the Taylor plant in 2024. However, it later pushed the production plan to 2025 and then to 2026. To prevent further delay, the US city has introduced a new requirement: Samsung must complete a total of 6 million square feet in buildings by 2026. And by 2028, it must complete another 1 million square feet, bringing the total to 7 million square feet.

The city has labeled the threshold as “a guarantee Samsung will start to bring in equipment to begin manufacturing chips by the end of next year.” Originally announced to offer up to $25 million in rebates, the city will cut the package to a maximum of $9 million if the Korean firm fails to meet the new requirements.

This puts pressure on Samsung, which is already staggering its domestic plant schedules and reducing investment due to sluggish demand. However, Samsung previously said it remains fully committed to commencing operations by 2026. Only time will tell if the Korean company sticks to the 2026 production plan.

Samsung’s goal with the Taylor plant is to supply cutting-edge chips to the North American market. The site will have advanced semiconductor fabs for 4nm and 2nm chips, along with a research and development center. Recently, Samsung hired a former TSMC employee, Margaret Han, for its foundry unit. With Han’s experience in the North American market, the firm aims to secure major clients in the US, such as Nvidia, Tesla, and Amazon.
