Google to Make Sideloaded Android Apps Safer with Developer Verification

When it comes to security, Google protects Android device users against digital threats. The company has now introduced a new protection layer for those who prefer to download apps from outside the Play Store. It will begin rolling out this security measure in phases starting in September 2026.
Google will verify developers who share Android apps outside the Play Store
While Google Play Store already offers millions of apps, it still lacks some useful ones because developers don’t want to go through the approval process. These apps are available for download in the form of APK files and can be installed on a device. However, sideloading also carries risks as apps may contain malware. To address this, Google will block these apps unless the developers verify their identity through the new Android Developer Console.
Today, Google has announced new mandatory requirements for all Android developers who publish apps on Android, including those distributing apps outside the Play Store. In its blog post, Google wrote, “To better protect users from repeat bad actors spreading malware and scams, we’re adding another layer of security to make installing apps safer for everyone: developer verification.”
Once these requirements come into effect, all Android apps will need to come from verified developers. This will make it harder for malicious actors to quickly distribute another harmful app after the company takes the first one down. Note that it will only confirm the developer’s identity and won’t review the content of their app. Starting in September next year, the rollout will begin in Brazil, Indonesia, Singapore, and Thailand. The company promises to expand this security check to more regions in 2027.
To help developers prepare for the upcoming changes, Google will open an early access program in October 2025. Early participants will get access to an exclusive community forum, priority support, and the opportunity to share feedback. The program will open to all developers in March 2026.
